Fix PayPal Payment Failures in WooCommerce

Fix PayPal Payment Failures in WooCommerce

The Problem: Orders Say Paid, But Your PayPal Balance Is Empty

A customer checks out, gets an order confirmation email, and your WooCommerce dashboard marks the order as Processing or Completed. But when you log into PayPal, the money is not there. Sometimes the customer also contacts you saying they saw an error at checkout.

This is one of the more stressful WooCommerce issues because it sits right at the point where trust and money meet. The good news is it almost always has a clear cause.

Why This Happens

There are a few different things that can cause this, and they are not all the same problem. Understanding which one you have will save you a lot of time.

  • IPN or Webhook not configured: PayPal sends a notification to your store when a payment completes. If that notification fails, WooCommerce may mark the order as paid based on the redirect alone, even if the payment did not go through.
  • Sandbox mode still active: The PayPal gateway is still set to test/sandbox mode. Orders process fine in testing but no real money moves.
  • Mismatched PayPal email: The email in your WooCommerce PayPal settings does not exactly match your PayPal merchant account email. Payments may go to a different account or fail silently.
  • SSL certificate issue: PayPal requires a valid SSL certificate. An expired or misconfigured SSL can cause the payment flow to break partway through.
  • Plugin conflict or outdated gateway plugin: A recent update to WooCommerce, your PayPal plugin, or another plugin may have introduced a conflict that breaks the payment confirmation step.
  • Currency mismatch: Your WooCommerce store currency is not supported by your PayPal account, causing transactions to fail or be held.

Step-by-Step Fix

Step 1: Back Up Your Store First

Before touching any payment settings, take a full backup of your site and database. Use a plugin like UpdraftPlus or your host’s backup tool. This takes five minutes and protects you if something goes wrong.

Step 2: Check Sandbox Mode

  1. Go to WooCommerce > Settings > Payments.
  2. Click on your PayPal payment method to open its settings.
  3. Look for a Sandbox / Test Mode toggle or checkbox.
  4. If it is enabled, disable it and save. This is the most common cause and the easiest fix.

Step 3: Verify Your PayPal Email

  1. Still in the PayPal payment settings, find the PayPal Email field.
  2. Log into your PayPal account and copy the exact email address on the account.
  3. Paste it into the WooCommerce field. Even one extra space or a different capitalization can cause a mismatch.
  4. Save changes.

Step 4: Check Your IPN or Webhook Settings

PayPal Standard uses IPN (Instant Payment Notification). PayPal Commerce Platform and newer integrations use webhooks. Both serve the same purpose: they tell your store that a payment was confirmed.

  1. Log into your PayPal account and go to Account Settings > Notifications > Instant Payment Notifications.
  2. The IPN URL should point to your store. It usually looks like: https://yourstore.com/?wc-api=WC_Gateway_Paypal
  3. Make sure IPN is enabled and the URL is correct.
  4. If you are using the PayPal Commerce plugin (the newer official WooCommerce integration), check the webhook settings inside the plugin under WooCommerce > Settings > Payments > PayPal > Webhooks and use the built-in option to resync or refresh webhooks.

Step 5: Confirm Your SSL Certificate Is Valid

  1. Visit your store in a browser and check for the padlock icon in the address bar.
  2. If the padlock shows a warning or is missing, your SSL certificate may be expired or misconfigured.
  3. Contact your hosting provider to renew or reissue the certificate. Most hosts handle this quickly.

Step 6: Check for Plugin Conflicts

  1. Go to Plugins > Installed Plugins and check when your PayPal plugin and WooCommerce were last updated.
  2. If a recent update coincides with when the problem started, that is a strong clue.
  3. Deactivate all plugins except WooCommerce and your PayPal gateway, then do a test transaction using a real PayPal account (not sandbox).
  4. If it works, reactivate plugins one by one to find the conflict.
  5. Always do this on a staging site if possible, not your live store.

Step 7: Check WooCommerce Error Logs

  1. Go to WooCommerce > Status > Logs.
  2. Look for a log file named something like woocommerce-gateway-paypal or similar.
  3. Open the most recent log and look for error messages. Common ones mention IPN failures, invalid receiver email, or currency not supported.
  4. The error message will usually point directly at the cause.

Step 8: Check Currency Settings

  1. Go to WooCommerce > Settings > General and check your store currency.
  2. Log into PayPal and confirm that currency is supported and active on your account.
  3. If you are selling in a currency your PayPal account does not support, transactions will fail or be held for review.

How to Prevent This Happening Again

  • Test your checkout with a real small transaction after any WooCommerce or payment plugin update.
  • Set up WooCommerce order notification emails so you get an alert for every new order. If orders come in but PayPal stays silent, you will notice quickly.
  • Keep your PayPal plugin updated. The official WooCommerce PayPal Payments plugin receives regular updates that fix compatibility issues.
  • Check your SSL certificate expiry date and set a calendar reminder a month before it expires.
  • Review your PayPal IPN or webhook settings any time you move your store to a new domain or hosting provider.

When to Get Help

If you have worked through all the steps above and orders are still marking as paid without money arriving, the issue is likely deeper: a misconfigured server environment, a PHP version incompatibility, or a conflict that requires proper debugging. At that point, it is worth having a developer look at the logs directly rather than spending more hours guessing.

It is also worth acting quickly. Every order that shows as paid but has not been paid is a potential dispute or refund request waiting to happen.
